Depends very much on villain. If he's very passive and likes to limp/fold, then yes its a good spot to resteal. Without reads I just let it go.

Yeah Im multi-tabling at those low stakes, so really i dont have any other reads but the players stats.

Stats simple is too small to say if hes a reg...

Reg limping here with nuts or even hands like AJs work against aggressive players who like to shove against limpers. It's not a very good move against other good regs IMO, because it's very very fishy. Think about it, the reg open shove all day long with 10BB, then all the sudden limps ... I don't buy it for a second.

I did not say that this kind of play is good, i said there are people doing it.
If a 13/11 guy over 400 hands limps the CO with 12bb i fold my AK happily

Shoving seems alright, his stats looks passive with PFR at only 4%
his range here could be 20 to 25% of his hands in which your A7 is decent against

I guess it changes depending on the player. Some players get a bit scared and might only call, 77+, ATs+, AJ+. But i guess other are stubborn and would call wider. I have a shortstack too, so this may induce more calling.

The sample size is low. that's what we got though so based on that, do you think V is limp calling us with a range like:
22+, ATo+, A2s+, KJo+, KTs+, QTs+

A7o is not doing so good here.

we don't know much about villain apart that he is running 17/4 over a small sample.

unless I have seen him limp fold before, I am letting this go.

My reasoning behind shoving was that because he seams tight preflop i might scare him into folding a few hand.

But i think i'm wrong here readless...
