I think it would be okay to push something like
99+ A7s+ ATo+ KTs+ KJo+ QJs from that position while BB is that short in this exact situation. Not pushing pairs too small.
If the bb had around 8bb stack and there are no micro-stacks you could push around this range
- 66+ A2s+ A9o+ K9s+ KTo+ Q9s+ QJo J9s+
or
88+ A3s+ A9o+ K9s+ KTo+ QTs+ if there are some micro-stacks (more likely to call you) you need bigger cards against.
And you can add smaller pairs and all the X9s cards if all the stacks are equal and push 22+ and suited kings (at least K6s) if you cover all the players yet to act with your stack like that.
98s is slightly bad if you are not the chip leader covering them all in that position. Usually it is not good idea to push more than 20% if you are around 10bb. 98s would be marginal.
I like T9s+ when no micro-stacks.
