I normal Chip EV mode this seems like a fold. However since i am so short, with little fold equity (due to the kncokouts) and the fact i can win a knockout along with the chance of getting a "normal" stack" can this be a shove?

You definitely have a point in that he is one of only 2 players total below you in stack. Somewhat tough to say though as we don't know how much of a bounty he holds. Other than that he does looks somewhat more tight than the table average.
