60 man progressive KO-help me with my mistake 60 man progressive KO-help me with my mistake

Pokerstars-$5.00 60 man progressive knock-out-15 players left-Blinds 100-200 ante 25
Table- 8 players. NOTE the chip stacks are an approximation

I want to know a few things about this hand, I think I played it badly, but I have some questions:
1. If I re-raise OTF do I call a shove?
2. Is the line that I took really that bad?
3. Is there any way I could have bluffed this river?

Players in the hand 3 of us:
UTG+1 (Villain) 15,300 chips-limps
Hero in the CO 13,500 chips-calls with A4
BB-checks

Pot-900 chips
Flop: 237

UTG+1(Villain)-bets 350
Hero-calls 350
BB-folds

Pot: 1600
Turn: 4

Villain-checks
Hero-checks

Pot: 1600
River: 10

UTG: bets 700
Hero: calls 700

Villain shows: K10

I don't have a HUD, but my read on V is that he's limped pots before with good starting hands hoping to get re-raise, this kept me from re-raising the flop. He has me covered in chips, but I had so many outs thinking I was going to hit. I called the river which was a mistake too, I think I was tilted a bit since I didn't hit my outs.

I think my line was terrible, but if someone could help me with the 3 questions I have above it would be really appreciated. Thanks

100% reraise flop here with a straightflush draw. You have 13 outs plus 3 overpair Ace outs = 16! V made a small bet on flop to see where he is, so we must reraise 3x to tell him some bad news. Fold river as played.

1. V range is wide or superstrong limping UTG+1 (and he missed flop if so). But we have lots of equity, so call.
2. Reraise flop is good.
3. No way. What do you want to represent on river?

Y1. Yes, raise call. Post 2 seems to double count the 5 and after he jams he will often have a hand strong enough that our A outs are not good, so 16 outs is too high an estimate, but we still have plenty. Sometimes we will be crushing a weaker X X hand too. A lot of the time your raise will fold out exactly these kinds of hands like KT which don't look strong now but can improve to beat you 20% of the time so that's fine if thats all he's got.

2. It not shockingly bad, no. I would maybe iso this pre too. You can bet turn for value after he makes it clear he doesn't have a 7 or better. Again you often fold out his 6 outers.

3. The river call is fine. Most often he has a bluff here rather than a rivered T. You need to be good 23% of the time. A bluff raise isn't repping anything so is likely to get looked up by anything beating you. Reserve those moves for something with no showdown value.
