Is close even tho villain is a "decent" player his opening raising range here with a 8bb shortie behind shouldn´t be too much wide but some players do tend to open wider in this spots as due to ICM they are allowed to r/f a larger portion of their "trashy" OR range.
It all comes down to defining villains OR and Calling range for this spot and run a $EV simulation, is villain capable of OR top 25% of hands? 30%? 35%? Is he capable (considering the 8bb stack on the table) to r/c with hands like 88-99? AJo? ATs? KQs?

It's a default 3-bet for me. Whether I do it depends on the things xPISCIVOROUSx says.

I would need a reason not to rather than a reason to do it though.

yeah ive been running into a lot of monsters at crucial FT moments. so kinda second guessing myself abit. Did some work in HRC, his range needs to be really really tight (10%) or he needs to call 3bet very wide for this not be a good play.

His range should be wide enough here given his stack size. But what if he had 12-15bb. Now i think players shove med hands like 66-TT, and KJ/KQ A8s type hands. In other words his opening range is extremely polarized. So its all a matter if there are enough r/f combos in his range to make up for the monsters we run into. I find this extremely difficult to assess.

Could we just see a flop here?

flat balls our hand flops great. if we flop a FD or straight draw or the K time to get it in
