I desagree every Regs shovind +40%.

Many regs can shove 60% - 80%, or 100%, but stack is not too short like a 180m freezeout, its 3+R and have space to moves, raise-fold, raise-call, play flops.

Open shove BW make me believe that the villain wanna FOLD, and I will adjuste my range, and can call more light than normal.

If he shoving 100%, certainly I will call 30%-50%.

We didn't say EVERY reg is shoving 40% but most are, especially the one described in the OP
