Top 2 is basically the nuts when he hasn't raised this wet board before. He can be doing this for value with worse so bet call, even if he looks strong.

betting otr is a lot better i think, if you c/c is basically to induce bluff from missed draws, some of which are going to fold turn, and at 1$ he's not even going to do that very often, at the same time you are losing value from all of marginal hands that he's going to check back
