What about bet size on river, maybe like 4.2-4.5k is better?

No I wouldnt complete because the spot isnt good with his stack/position. The river bet I dont like without reads on the player this looks extremely strong to the average player I would just keep your bets post flops around 48%-58% of the pot without reads.

fold pre vs UTG limper, your hand is trash, you're OOP with only 20BB and suited connectors/unsuited connectors should be folded because their implied odds are very bad (you should have about 40BB to play these hands, and your effective stack vs both players is about 10BB). If you want to bet then half the pot seems right, I would go check/call the river because we will only be called/raised by better and maybe he will attempt to bluff.
