US player credit card requirements to create an account??

Hey guys,
My brother (who does not really play poker) wanted 2k on lock while he was on vacation, so he created an account, I shipped to him, but he was not able to log on and play until his identity was verified.
He didn't really feel like playing post-vacation, but lock told me they were unable to transfer the funds back until he completed the identity verification.
Besides the usual drivers license/utility bill, lock is asking for his credit card information. Also, at the end of the part where he puts all his CC/bank info, it reads: "*Please accept this as authorization for LockPoker, to draft the above listed Credit Card and
continue such authorization until I notify LockPoker and the bank listed in writing."
WTF does this mean? I have sent about 4 e-mails back and forth to lock and hey are totally dodging my question about why he has to do this.
Basically- it seems as though he has no choice but to provide his CC info for god knows what lock to do with just so he can transfer me back the 2k he has never played with. If any lock reps are here, please enlighten us.

You are allowed to leave that blank if you have not deposited with a CC yet... that part is for if you used a CC as your deposit method..
On another note.. If you do decide to deposit with a credit card, any chance you can deposit like 50k or so, I have a max skrill waiting and allegedly a batch is coming up tuesday.. thanks

I can't imagine why he would have to give credit card info? Drivers license and utility bill should be sufficient..
Lock poker do whatever they want, so who knows..

Most sites let you leave the credit card part blank if you haven't used a credit card for depositing and aren't filling the form out for any deposit purposes.
Support should've been able to tell you that, though it's not 100% that Lock allows this, but I've never heard of a site requiring a CC for a transfer if you haven't used a CC to deposit. The CC part is just there as a standard part of the form usually.
*Could be different for Lock.

correct u can leave that part blank as i did 1.5 yrs ago, but lets be honest dont ever deposit on this site or transfer to your brother as lock money is basically monopoly money.
