Cipaco is the "licence holder" for lockpoker(.com) in Curacao which again (at least it's domain) is owned by JDB services who also owns lockpoker.eu. This doesn't mean that Cipaco owns the Revolution network though.
It also doesn't mean that JDB is the owner of Lock and/or Cipaco but JDB certainly owns (or registered) the domains which would indicate that JDB Services does in fact own Lock Poker.
However, it's hard to find info on Revolution, their domains, licence etc. From what I can tell the Curacao link in their website footer is useless (as mentioned above).
