This reminds me of a big scam going around Bangkok years ago. (not saying Lock is a scam)
Back then people would register office places and whole office services and setup fake brokerage offices. More offices were rented in the Philippines and fitted with a ton of phone lines which then got patched to the offices in Bangkok.
The firms would work down phone lists representing themselves as brokers with lots of "trading action" in the background and talking people into buying worthless stocks over the phone.
By the time their victims found out they got scammed their money was gone, offices closed, new ones rented and the fun begun again.
Took Interpol and local agencies years to nail them down.
