There has to be a project plan, and a certain point the technology leadership has to say stop the network changes, and roll it back from backups.
killing the network has to be more damaging than whatever changes the business stakeholders were hoping to gain from the change.
I understand the problems with cashouts, marketing, deposits, etc. But this time problem is beyond than amateurish. That is a understatement because i am actually being kind
