This is true, IMO, as a former IT guy for several software companies. A network like this needs better than 99.9999999% uptime, and failure to achieve this is a failure of the Network team in terms of design. Any robust network has redundancy/fail safe measures to ensure that total systemic failure is the rarest of rare problems (like Godzilla smashing a data center or something like that).
Someone's dropping the ball big time in the NOC (Network Operating Center), if there even is one.
This particular problem seems SSL (secure socket layer) related (can't have a secure session if the encrypting server and client aren't on the same page) so it might be out of their hands, but I kinda doubt it....
