What is it called when a website's domain is like:

http://baltimore.legistar.com

What is the baltimore.legistar part called?

I see this sometimes where there's a large website and they appended something else to it such as:

www.bigwebsite._____.org

It's called a Subdomain.

you can have multiple subdomains for a root domain. You can set them in domain manager

com is the root or top level domain (TLD), legistar in above example is a subdomain of com. Refer to the link i posted above for details.
