How could I create a thread at "Free Software" to post my software?

Hello ,
I'm a new register .
I had implement a online poker tool , so I want to post at "Free Software",
but I can't . The page show "you do not have permission to access this page" ,
how can I have permission to post ?

Make the post in the top-level Software forum and post report it requesting a move to Free Software.
