Hiring a develope,r how do I avoid getting ripped off?

So I'm looking to build a website similar to cardpool or cardcash where people can buy and sell gift cards. I have no programming skills and want to hire someone to develop the site but feel a little overwhelmed when it comes to choosing someone so I had some questions maybe you developers can help me with.
What should I look for in a developer for this project?
What language should be used?
Do I need a custom made back end or can the site be made in shopfy/wordpress with proper modifcations?
How do I make sure I'm not getting ripped off, what would you estimate the cost for something like this to be?

pay another developer to review their work and charges and see if the time billed is legit vs work performed and quality of work?
