Is this pio to simplepostflop?

It looks like one lists the hands with weights while the other one is in some table/matrix with weights. You just have to find out how the table is formatted in the second one to know where each hand goes which you should be able to figure out with a little bit of testing.

First you need to define what the data means. Do you have a definition of that already or are you reverse engineering the data? The top sample seems more easily guessable, the bottom one looks harder.

Then you create a parser that reads the top sample and converts the text into programmatic data structures. That's pretty trivial to do if you know any programming. Try googling for "how to parse a CSV file" in your language of choice (CSV=comma separated values).

Lastly, you create the logic that converts the data structures to a text representation as in the second format and dumps it to a file.
