You reinstalled Chrome, did you do it with Revo Uninstaller? It leaves behind lots of stuff, Revo will make it a clean install. Use Revo, restart your computer, reinstall. Don't log in or install any plug-ins before seeing if it works.
Create a new windows user profile, try from in there. If this works it's something corrupted in your windows profile, could be anything from a conflict with another program to a registry setting. If this doesn't work it could be something hardware related maybe, drivers or router?
Edit - disable fast start-up in Windows power settings if it's enabled, sometimes it's caused weird stuff with updates.
flushed dns, uninstalled chrome with revo and deleted all trace files. Restarted windows and reinstalled chrome without syncing. No dice. Created new user account and tried chrome again, no dice.
