MGM has the highest ratio of fish to non-fish. I don't use the term regs, because there are plenty of regs who are lol-terribad. There are a lot of things about the MGM room (parking proximity, noise in the room) that make it less attractive for the grinders.
Venetian has the second highest ratio of fish to on-fish depending on what's going on with the convention calendar, poker tournament calendar, etc. Venetian is a very popular room, so it does have a fair number of solid players who know that table selection is better than any other room in town. However, you really can't beat weekend nights when drunk people are pouring out of Tao nightclub. Also, when big conventions are in town, you get a lot of randoms.
Aria seems to have the lowest ratio of fish, although that has started to change a bit depending on what else is going on in LV. The opening weekend of March Madness was great. I'm not sure if it's a proven fact, but I think the $1/$3 blinds does change the game a little bit and makes it more attractive for solid players (i.e., game plays somewhere between a $1/$2 and a $2/$5).
