I'm finding this to be relatively common at the lower heads up stakes and was wondering how to play against it. Should I treat it as a check and just call it? Should I raise it to half pot to effectively "c-bet"

It's not the same as a check, so why would you treat it like one? And no, you shouldn't raise to half pot much, that would be a very small raise.
