Turn decision vs aggro (turbo)

Only 8 hands in, villain had already c/r and barrelled the turn and given up the river with complete air. He had 3bet 1/3, also been doing weird sizings, like 4.5x pre so I assumed a fish.
What is the play on the turn? His value range seems narrow. If you call turn are you calling blank rivers?
