I'd be surprised if there was anything well organized enough to where it mattered. I'm sure there are study groups of guys learning together and avoiding each other and whatnot, but reg wars at $5s are almost a contradiction: the best $5 player has a ton to learn, so just studying and spending time on the game and playing volume will quickly result in improvements. You should move up at that point. Eventually you reach a place to where improvement takes longer and more hard work and the rake becomes a real detriment in reg warring other players (and many of the truly worst players at any level are similarly bad, they just have more money to play with).
Just the time it takes to keep a division organized and well-run would be a totally worthless pursuit for any $5 player financially. That doesn't mean someone isn't doing it though, I suppose.

Fwiw you can easily live from 5$ games in eastern europe. So it's not imposible that there is a cartel or two but I think quite unlikely. Higher stakes likely allmost certain. Atleast there used to be.
