regs protective of lobby?

i have played from 1.50 hypers to 15s, and i have noticed that on stars that start around $30 hypers both slots are constantly filled by winning regs for very long time. i monitored the lobby for about 30mins and its the same few regs over and over taking turns. do i just wait till theres no regs, or just play regs? at the lower levels i never encountered this, or if i did the fish fill the seats fast enough to occupy enough regs to leave slots open.
