question about chipEV/hand in different stackes.

Hi,so our chipEV/tournament is the sum of the chipEV/hands for that tournament, right? I'll take flashes as an example, two situations:
1) the blinds are 10/20, everyone has 300 chips, we shove from BTN/SB and expect to win an average of 1bb per hand with our hand. That's 30 chips.
2) HU, blinds 50/100, both have 450 chips, we shove and expect to win an average of 1bb per hand with our hand. That's 100 chips.
Question: it turns out win rates in blinds are not equal to win rates in chips and the shorter the stacks, the stronger the impact of our decisions on chips?

1) 1 BB per hand is actually 20 chips in your example
2) yes.
Answer: Yes. It's the same exact observation as noticing that the higher stakes you play the stronger the $ impact of your decisions. It's literally the same distinction as the difference between playing $1/$2 cash and $10/$20. All decisions are worth 10x the $ in the second case. It's the same thing that happens as when the blind level rises in an SNG. *shrugs*
