I don't know the answer to your questions off hand, but I always use fpppro.com for conversion of Stars VIP into % when users ask about the value of a promotion/status level.

I would guess in 28-31% example the 28% is for 5.5 VPP/$ rate (which we get playing SNG), the 31% is for 6 VPP/$ rate you get for IIRC full ring cash games only.

The values include Stellar rewards/Milestones, and FPP conversion to instant bonuses, but do not include any value gained from VIP freerolls.
