nope, GG and party have lower cev, but they got better rakeback. Rakeback is now the main way to make money in spins on every site so cev numbers really don't mean as much as before.
When choosing what site to play, depends on what you want imo.
Stars = good mix of regs and recs, no volume leaderboard but some RNG leaderboard, rake chase in form of monthly challenges, HUD use allowed. Decently low rake and rakeback can be decent to very good depending on if you get 10% or 40% challenge. Overall balanced site which should suit everyone decent but maybe another site may be better for your specific wants/needs.
Winamax = softest site but also highest rake. HUD use allowed. Top heavy daily leaderboards where if you finish in top 3 it could be a decent chunk of extra rakeback % overall. Best for either max exploit players who want to game select and play vs weak players more OR heavy grinders who want to get consistent top 3 finishes (which means you prolly wanna grind hard a few days of the week then take some days off). Rakeback is medium to good depending on your leaderboard placing.
Partypoker = Most reg infested site, no HUD use allowed. But decently low rake and best rakeback. They have daily leaderboards but don't think they add so much to overall RB %. Good for players who like reg battling, playing a more GTO style and just putting in consistent volume but not necessarily going all out in one day for daily leaderboards.
GGPoker = Never played on GG but know a few people who told me they had their best months ever on GG so can't be that bad. From what I see, high rake but high rakeback with more balanced daily leaderboards which add a decent % to rakeback + you should have an affiliate deal. But they only offer flashes and no HUD use allowed. So I guess good for people who like playing flashes and putting in high volume, not sure whether their leaderboards are worth going for on daily basis (prolly are to some extent).
So basically, all major options are competitive and offer their advantages and disadvantages.
Above is mostly just my opinion.
