At $60 I'm sure play is fairly close to GTO at $7 from my admittedly very limited experience there is plenty of room for exploitative play even at surprisingly shallow effective stack depths.
First off, $60s (and 100s for that matter) spins play is not at all close to GTO (and there's no way to compute GTO 3-handed anyways). Someone beating 60s will be stronger vs both recreationals and regs then someone beating 15s (that's why they're not playing 15s), including in exploitive play (which is usually max EV play anyways). Most of their money comes from beating recreationals, so maximizing their skills vs weak players is crucial to being a winning player at higher stakes.
Whether a 60s reg coach is better value for money than a $7s reg coach depends on how much they each charge and how good of a teacher they are, but universally the players who beat higher stakes are better players in all aspects of the game then players who only beat lower stakes. Thinking that a $7s crusher can teach you more is kind of like the joke of "move up where players respect your raises". Learning from lower stakes players can also sometimes introduce misunderstanding and bad habits into your game as well which can hurt you in the long run (even if a lot of other stuff helps you win more in short run). But of course everyone is different and depending on $/hr the coach is charging you can still sometimes get better value for money with a lower stakes grinder who happens to be great at explaining things then a high stakes winner who doesn't explain things well.
Also regarding the video-pack discussion, my pack is $299, which I know is a bit outside the price range you quoted above. However it's ~16 hours of content (including the recently released bonus content) hence the price-tag. I don't know of any guide style packs which are cheaper (most are quite a bit more expensive) or longer (most are quite a bit shorter). I also have a cheaper game review pack called "coffeeyay and friends" for $99, but for newer players I think a guide-style is generally preferable (if it's within your bankroll/budget).
