My opinionated reasoning:-Recs don't want to a slow paced game. I am a regular and am bored to tears when my opponent requires 10-15 seconds per decision.
-It is unreasonable for a player to take 15 seconds to limp then 15 seconds to fold to a raise preflop.
-Buffing the timebank will balance out for when you actually require 15+ seconds for a decision.
-Decreasing time per decision increases pressure on players relying on charts.
My proposal:-Decrease amount of time to per decision by 2 seconds (15s -> 13s).
-Increase timebank by 10s.
I don't think a drastic change would be welcome. Taking baby steps will give plenty of time to acclimate. I don't think recreationals will oppose this. According to Stars, recreationals tend to 1 table. They also play reasonably fast and rarely take the full 15 seconds per decision.
I believe poker sites are generally in favor of decreasing the amount of time it takes a player to act.
They often focus on regulars that multi table a lot though. I believe plenty of casual players take awhile to act, even if one tabling, and that is likely why they haven't limited the time even more per your idea.
But it is in the site's best interest to have the time to act be only the minimum length needed to ensure the casual player has enough time to act, and same for the timebank. In a perfect world, the sites will find this length on their own.
