Only the third hand and he folded pre to my first btn raise. First of all, are we raising his river lead, and if we do are we calling a jam?

WTF is up with villain's river sizing? This is usually fish-like behavior, betting too small. If you're worried about a set that turned into a FH, I wouldn't. Most players, even super-fish, will raise most PP OOP pre-flop. If he's got A7 or 87 so be it. No shame in going broke here.
