I think he could either have top pair or a draw. But I block some straight draws (j8) and some gutshots. what do you think?

If you are considering folding river getting such good odds, then you should fold the turn imo. Exception being if you have a very strong read that sizing down this small is never a bluff. No way you can have that read in a low stakes spin. Considering you only need to be good 18% here, I think I'm not folding.
