As ChicagoRy said earlier the guys posts just screams "I did it but you can't prove it 
". He thought he could use the Santiago guy to explain to anyone who questions him in the future about this such as his parents, friends and employers. Too bad for him it became much clearer that he was lying.
As for the SEO stuff most people that would be searching his name will most likely be using Google for Argentina so it's important that it ranks there. It should rank very high there though without any extra backlinks because it's highly unlikely that there are search results for that name that are actually powerful sites and optomized for his name and may only mention his name once on those pages (I haven't checked).
Since this thread is not old it should rank even better as time passes and probably will become the #1 result because 2+2 itself is a strong site. Also social media is a good thing for SEO these days (apparently, i'm a little out of the loop lately) so people should probably share this on Facebook even if your real life friends would have no interest in reading this. Also add this to some social bookmarking sites.

and Ive allerted them an extra time and linked them this thread, I can assure you he is being watched closely by the spanish community manager and also the global community manager!
