I think you dont need the bolded parts for the statement to be true. It really doesnt matter what it is you are doing, you wont be doing it for long at 100%. Essentially most people play their B-game most of the time.
Like in my company, we barely manage to get the usual stuff done in time. So, when something special happens and we got extra work because of it, you would think there must stuff we cant do anymore in time. But somehow we always manage. As if magically in those extra-weeks, people work faster/harder.
Small anecdote when I was working as a student, I was clearing cargo-trucks. One day, our team-manager was super-motivated: "Guys, I want this truck to be cleared as fast as ****ing possible! I want a record-time!...". So, we did it in about 1/3 the time we usually need. The targeted time is 1.5 hours per truck and we did it in half-an-hour. We were pretty happy, celebrating even. Then another Team-Manager walked by: "Are you guys ****ing stupid?? You do realise that if the boss finds out you clear trucks in half and hour, he's going to want you to do it regularly?"
So we ended up, makeing it look like we still got work to do. While lurking around for an hour to make sure our boss wouldnt find out, how fast we actually can be.
