I mean the pot odds are too good to fold even this hand(if it wasn't suited a case could be made for folding),and sometimes 28 can flop monsters and being so shallow villains can go broke sooooooo easy,even with 2nd pair!
Eniveis When he decided to call I think calling turn seems fine and folding the river is also fine.
