I don't see how it makes a difference if he is flatting 50% or flatting 20%. That doesn't really affect his 3bet range. 21% of all hands is 21% all of hands regardless of his flatting range. People are more likely to be 3betting a polarized range at 21% than a linear one, so say he has a 3bet/calling range of 7% and a 3bet bluff range of 14%. I think this makes it a standard call given the stack depth and postflop playability of our hand.
Also, the 3bet may not be big and may be his standard sizing.
