I think its a call if he is a heavily losing player. You have to be right 1 in 4, and if you call
you get to see what he c/r with and how he played it on later streets. His line looks strong, but I think a bad player can make this play as often as 1 in 4.
From his point of view (if he has any) you can be chasing a draw, and all the draws
missed on the river.

It would be incorrect to fold turn because with 12 outs you have the odds
(even without implied odds), and if you shove, I dont think you are folding out anything that has equity against you.

I think you are drawing the conclusion that fold turn is correct because of the results of the actual hand.
If you hit your flush, and he bet half pot on the river, would you still say turn is a fold? Forget about results...

Call turn is pretty std since we have HUGE implied odds here.
