river is tempting, when he takes this line he is blocking alot, he isn't repping alot of strong value with his turn c/c and the tiny riverlead. i wouldn't click it back but make it 390 or so, if he has a Q he is not folding alot imo and his line makes alot of sense with Qx.
I would bet the flop bigger too. He will call you 70-80 with any other hit too plus you want and you need to get value against draws obviously. I wont hesitate to get it in on this board against an unknown.
River. Looks a little bit ugly at first but if you think through his line you cannot put him on a better hand on the river. Yes it looks quite like a blocking bet. Qx or passive played missed draw (flush draw, maybe KT obv). You dont know the opponent. At 30$ stakes there are still many total fish's around playing that way. 2pair or straight should have raised you at least ont he turn and a passiv played one should donk bet the river quite bigger. You have value against Qx, bluffs will fold.
So I think like the speaker before me it is a raise on the river as well.
