I think is a call otr once we call ott and a "blank" cames otr. Like the way you played it, just don't fold otr.

i just felt that he play the hand "by the book" and due to usual his tightness i assumed he had 2 pair/set and folded.

his sizings looks for value i dont think he has any bluffs maybe busted flush draw??
he could have some worse Jx but not many but we get good odds for calling this

If he's tight do you think he's flatting oop with J2 or J3? If he is tight oop I'd take 2 pair out of his range. I think he has a strong J here. He could've been protecting against the flush draw. He's probably putting you on a flush draw or a weak J here by the way you played it post.

You only have to be right 25% of the time to make this call on the river. I'd say you have to call this river bet since there are weaker jacks in his range and possibly busted flush draws.
