Why am I making a bigger 3-bet pre? I'd imagine the non-3x raise is popular especially because of strong-but-vulnerable hands like 99. What's the line if he bets the flop after I check? Am I check/calling all the way down or giving him the opportunity to successfully bluff a huge percentage of his hands?

Pre 3b definitely too small. It's not just about 99, it's about your 3b range and getting fold equity with your bluffs too. Flop is probably fine with 9c, but I think c/r or c/c c/decide c/decide is very reasonable too. You're never going to be folding flop or turn with this hand.

It all depends on how he plays and how the general population plays on that gaming network. I like your 3bet sizing pre. I would check/call most bets on the flop.
