Call turn. Think of all the hands he calls on the flop. Straight draws, heart draws, high cards, floats like backdoor spade/straight draws. How many 4x hands does he flat in the BB with preflop? Does he lead with all his 4x hands on the turn? Maybe he leads with some Jx hands or 7x hands to "find out where he's at". He might also be bluffing.

You only need to be right here 25% of the time to make the call.

Your overall point is good, but this isn't how it works exactly. We're not guaranteed a showdown after calling turn.

Concept of value doesn't exist before the river.

Think of poker as range vs range with various hand types, and you are constantly comparing the EV of your actions.

Your particular holding has some equity on flop vs a call range. And on the 47 possible turn cards, the value of your hand changes. What you should do on the flop depends on many factors.

A simple strategy would be to bet all hands on the flop that has high equity vs call range as "value bets" (and maybe some low equity ones as "bluffs"), and check the medium ones. Maybe you even differentiate various hand types- so even tho AKhh has high equity here, it is not a "valuebet" by your definition. This wouldn't be the optimal strategy in almost all cases, but might be good enough to win in some games. It's safe to say in 2018 that this approach is flawed reasoning for poker.

For example, another thing to think about when betting is how much "equity share" you are folding out. On this board for example, if villain has T6cc and folds vs your bet, you aren't exactly too thrilled when you hold J2cc yourself, but it's actually not that bad when you hold AKhh.
