I'd bet smaller on the flop, bigger on the turn. On the river we can fire out a small bet (and fold to any raise).

3 bet is a tad too big but if you know he is always going to call then it is fine
flop c-bet is way too big i bet 120-150 on flop 280-350 on turn then you can comfortably jam river

as for this situation on river it is a easy all in

even if somehow his range range included all Flushes, sets and straights we can still jam here

this is obv not his proper range, since he would prob raise some 9x,Flushes and sets before the river. but it shows you how easy you can jam here
