Villain limped 10/17 and minr 4/17 across all stack depths. Is it still a flat pre? Just fold turn right?

what read do you have that it's a tight opening range?

Sample is small, but at least he doesn't seem to minr the majority of hands. In my experience lower frequency minr ranges tend to be value heavy. Not sure how heavily we should adjust our flatting range vs a possibly value heavy opening range though.

given his vpip (and the fact that he might have open shoved, making the vpip higher), there's still a good chance it's not a strong range. You should be examining other stats, like fold to iso, fold to 3b, showdowns, and other indicators of how strong is limping range is (and therefore how strong his minr could be).

If you knew it was a value heavy minr range, you should adjust your flatting range a decent amount. You should definitely fold this if you thought he was minr top 23% for example.
