€10 spin, bvb, top pair fold to river jam?

Minraising pre because as far as i understand limp, minraise and 3x are all fairly close but I think this population overfolds vs minraises and small cbets.
cbetting this board? c/c is okay too I think but i expect to get a lot of folds from a cb.
Turn im check/calling unless big sizing
River we're getting 29%, too nitty to fold? If we're folding Ax here we're basically folding our entire range but I don't see average recs doing this with worse so best case scenario we chop?
