Card dead at a crazy table. Very loose and aggressive play by most. All have my 40 bigs covered.

Raiser, in UTG2 has been opening a lot with wide range.
He raises 2.5x, folds to me.

I hold TT with 4 players behind.

3bet to 3.2k seems std, but if there are very agressive players behind that can squeeze you light or very bad players I would like to call, to induce a squeeze or keep the whale in the pot.

I think both raising and flatting could be good. Not sure which I prefer tbh. Flatting we keep people around which isn't great with 1010, then again 3 betting it we can get 4 bet from IR or from players left to act which isn't ideal either with this table dynamic, but we also can get some players out to iso the IR which would be the most ideal I think, so raising would be what I do.

Is TT good enough to get it in for 40 BB against someone who might be squeezing light? I assume you think this is a slam dunk in that scenario.

If we were deeper this would be a clear flat. At 40BB I'm not opposed to 3-betting TT based on your read of the table, but we're doing so with the intention of getting it in the vast majority of the time. If we're 3-betting with the intention of folding to aggression then we're way better off just flatting.

It's player dependent, vs agressive player sure jamming vs a sqz. It's a good spot for remaining players to squeeze, opener is loose and I would expect hero 3bets his top range most of the time vs him. Only problem I see is that you don't get called by worse, just 99 sometimes. But TT plays not really well on low spr's and denying equity to hands like KQo KJo AJo Axs that may be in squeezer's range has a lot of value.
