Villain is a winning player over a fairly small sample size..stat are 23/18 over 30 hands so not much of a read. can I ever flat here?

For the initial raise, I would raise less, but I would flat the SB's re-raise because SB is showing strength by re-raising your EP raise and you are too deep to shove, IMO.

If you 4-bet and SB calls, then you are building a huge pot that will be tough to play, even in position. And you have to fold to a 5-bet shove here, IMO.

Probably just pitch it pre vs 4x. Doubt he's getting out of line this early with these positions
