I'd shove. And I'd think you would only be up against the other guy who shoved. So you should be heads up.
You need to accumulate to go deep & this seems like a great spot. With A high, I like a shove to hopefully iso the short stack over a flat call. Never, ever folding.

I feel fold here is way too nitty and terrible. Tag can easily be jamming aj+ 55+ kj+ here against a lag. If you think fold here is ever good, I would just stop playing tournaments.
Against a LAG EP raiser its a mandatory shove with 21 blinds.
I'm guessing he would call you with AQ and maybe AJs. But you get folds from QJ/JT which play well against you and some % of time you are heads up with short stack whose range you have crushed.
