I had the following hand and I believe I messed it up, but I do want to know what is the optimal play in that spot:

In a tournament, we are in the money with 22BB on the big blind.
There is a rise from MP to 2.2 BB, all folded to me and I had 99. I called.
Flop 237 rainbow, I check, he bets 2.5BB, I rised 7BB, he calls.
Turn: Q, check, check.
River: A, check, bet 15BB and I fold.

I see two possible plays - shove before flop and to do that on flop. But which one is optimal?

could shove, could 3bet/GII, could flat.

I like shoving the best. I think I like flatting the least.

We can also 3bet/GII vs some villains. If they are aggro then we can definitely 3 bet/GII.

22BB with 99 - I shove Pre here most likely (with no other info about villain)

Agree that after already being in the money I'm always shoving 99 in that spot pre. Lots of fold equity and if villain calls you are head's up with a good chance of being at worst a coin flip, which is probably a good spot here. Sometimes villain will have JJ+ and you'll be in a bad spot, but you are almost always in a bad spot post-flop. Even on this flop where you seem to be in good shape with the over pair you are losing to 10-10+ and if villain is A-x and folds you have lost value by not shoving pre. Unless based on the chip stack sizes you are happy to fold post-flop and have 18bb left, always better shoving here.
