Are we really jamming j10s utg here, given so many shortstacks?

I think ny default is folding and waiting for better pos but is that nitty?

It’s perfect too because the BB is a fellow mid stack so you can put max pressure

Other reasons:
You’re not directly on the bubble
You should be aiming for top 3
It’s probably a turbo given the buy in level so spots like these won’t come often enough
JTs plays very well all in when called
It’s 8 handed

At this stack level you should know which hands you’re gonna jam, r/c and r/f and I don’t think JTs should be in the r/f or r/c categories

This is fold pf. Any hand you play here should be jamming. You don't want to have any raise fold range here given stack sizes and you will be going into blinds next.

As played just fold. Most people probably shoving 10-12% here and JTs doesn't perform that well here vs that.

16BB with JTs UTG seems to be no-brainer fold! I would fold anything except of QQ+(and shoving them) as there are only 3 steps until the money.
