Pretty nasty spot facing the 4x raise.
His range of raise/call off is probably just JJ/88/66, maybe some 9Ts (prob just 9Th, and 9Ts) and very few worse Flush Draws. We can't bet/fold, bet/calling is pretty nasty with SPR of 1 on the turn.
Thoughts?
Very standard, he will raise worst draws and we're doing fine vs his value range. We can b/c flop and c-c 100% of turns if we think he has way too many bluffs, to keep the weakest draws in his range, we don't mind him shoving turn with Q9/45 but protecting our hand is good and getting max value vs worst FD, maybe let him level himself to r/f some sort of pair if he's really bad.

Not many worse draws that raise/stack off though?
Flushes are only 9hTh and KhTh - 2 combos
He could potentially raise any gutshot/FD and that's many combos. He's not stacking of with all of that (that's why I said b/c flop to c-c any turn makes some sens) but bluff-raising marginal draws is a thing and Q9cc for exemple has 20% equity vs our hand so getting him to fold is not so bad.
Imo ppl still c/r/f second pairs and other mid strength with enough freq to make calling flop and folding turn an EV disaster. I’m happy to rip this in while it’s mathematical
