Feel we have a range advantage by the river, and think he could fold 98s and some Tx hands as we have AK/QQ/JJ/TT/JTs that all take this line.

Not sure you have a better folding here except maybe JQ or AQ. 89s and T should bet bigger OTT to price in AQ or QK. Best guess you had the same hand.

That makes no sens at all to me. The only better hand he might sometimes fold (and really not always) is QJ and we block that. He's not folding Tx (people scared with Tx will c-c at some point, not take this line), so I don't see what better hands we expect him to fold.

Given the stack sizes, he probably doesnt fold a T here. But if we were deeper is this an ok hand to bluff with? I mean if Villain has Tx or 98s in his range and faces a river jam, what does he expect to be beating? When he loses to all boats and AK?

We need to be at least 100bbs deep imo. And we probably need vilain to be some kind of reg because people randomly goes broke with any Tx no matter what pretty often (regs can do that too, tho), even if they "obviously" should fold when we raise river. But once again we need to keep in mind that they have the option to c-c Tx turn or river, some people will only have straight+ (or even full+) after taking this line and also it's pretty common to find hero calls after block betting the river because people level themself after doing that.
