it's in Las Vegas and would definitely prefer to deliver in person

The 16GB iPad only comes with Wifi, and not the 3G.

If you have an iPhone, you can tether them and use the iPhone's data...

Just throwing that out there... 1 data plan is better than 2.

If your phone isn't jailbroken it should be, and if your have ATT's tethering plan I wouldn't...

Don't believe it works via USB, only WiFi (I'm just assuming this part, could be wrong). But there's a program that allows you to make your phone a WiFi hotspot.
